Legacy parameter X/Y can be given either in LV95 or LV03 projection

Legacy parameter in LV95 were not set as center resulting to the bottom left corner of LV95 set as projection
Also legacy parameter X/Y can be given either in LV95 or LV03 projection so when given in Lv03 we needed to convert them.
