Configure Galaxy's mulled_resolution_cache_data_dir to persist across runs. Defaults to ~/.planemo/mulled_resolution_cache, or the profile- specific directory when a profile is used. This should reduce instances where the weekly tests can't resolve the containers and reduce us hammering the quay.io API.
