This should make creation of new releases a good bit easier.

• make add-history adds all PRs since the last tag to HISTORY.rst
• bootstrap_history.py will add missing references, including new authors, to the bottom of HISTORY.rst
• runs check-dist as part of make release (painful if malformed HISTORY.rst prevents upload of a tag ...)
• adds build to dev dependencies
• updates the docs
• and includes the scripts directory as a target for make format
