Maybe no. With galaxyproject/tools-iuc#6885 it should be possible to merge galaxyproject/tools-iuc#6886 |

Happened here galaxyproject/tools-iuc#6886 where we tried to fix a partial deployment, i.e. the toolshed repo was created, but no tool added.
