--channels also affect mulled channeld and update/extend howto use bioconda artifacts
this was in part outdated due to the recent change in bioconda CI (packages and images are now available only as download) also document how to set conda channels for mulled container building
to the value given by `--conda_channels` xref galaxyproject/galaxy#13755
