consolidate in the CRAN like pipeline.

Currently we use the r-container docker for testing but we also build up environments for pkgdown and for the code coverage.
This strategy is not really consistent, also building these environment takes >15min on each run, which is ci/cd time we can avoid if we run these jobs in the environment the quick and the CRAN like test workflows build.
