A new option is added to enter a default code owner, and if none is entered, a (weak) heuristic will be used to chose a default one depending on the type of repo. Defaults will only be used if the github-org is `frequenz-floss`, otherwise just a TODO is added. Signed-off-by: Leandro Lucarella <luca-frequenz@llucax.com>
