Wait, actually we need to also bump the python deps for frequenz-api-common.

This commit updates the frequenz-api-common submodule to v0.8.4, which includes bug fixes. Additionally, the pyproject.toml file is updated to reflect the new version requirement for frequenz-api-common. Since we are backwards compatible, we can constrain the minimum version to 0.8.4, but we can allow any version up to, but not including, 1.0.0. Signed-off-by: Tiyash Basu <tiyash.basu@frequenz.com>
