Overhaul of the Schemas and Delegations, with the following goals:

  • Reduce delegation churn for data format changes
  • Address deficiencies in the current Delegation model
  • Allow for "stateless" permissions (ie, not tied to a Schema)
  • Allow for grouping of permissions for client app convenience
