Creating pull requests with AI-generated or AI-assisted code #62666

Hi! I know this isn't really an issue on fCC, but I think it's important to do something about it anyways.

Lately, I've seen a bunch of issues get flooded with low-effort AI slop PRs.

The "contributors" apparently don't even read the PR guidelines (as they replace the PR template with AI-generated text) and sometimes the changes don't even solve the issue.

Even worse is that, when asked about it, they take a pretty long time to fix their changes, if done at all.

So maybe we should forbid them or do something about it?
