This looks good to me. Thanks for the change.
Heads up: In the future this type of change should include a new rspec test even if it's small. We can accept this without but in general it's what we're looking for.

Description
This PR address the issue where the Mod Icon and the 3 dots appear on the left side of the article when it is currently a Draft Article
This PR fix the issue where the Mod Icon and the 3 dots are hidden when the article is a Draft. If the article is published (No longer a draft), the bar appears that include the multiple reactions, the Mod Icon, and the three dots on the left side.
