switch from multibuild to cibuildwheel, build wheels for arm64 #43

like we did in fonttools/py-zopfli#12
cibuildwheel is now under official PyPA org, and it seems better supported than multibuild.
This will also buy us support for linux aarch64 wheels as requested in #39, as well as universal2 macos wheels.
