What happened? How can it be reproduced? Provide as much information as possible.

Hello maintainers.
We need to add two deleted countries that count towards the Diploma request.

1. ZS0 Penguin Island. Deleted since Feb 1995.
2. ZS9 Walwis Bay. Deleted since Feb 1995.
   One question: what are those numbers for the countries? Why not add the respective prefixes?
