landing on red because this is the reland of a revert that DIDN'T fix the tree. Also, the revert had some infra failures that need to be re-run. |

Reverts #71180, or re-land of #71097. The previous revert did not fix the tree, thus re-landing. The original issue #71178 is still outstanding.
