1. Implement the test runner: added unit tests for the android embedder that run on android devices engine#28784
2. Update CI recipe to run the tests: https://flutter-review.googlesource.com/c/recipes/+/18664
3. Rename the target: Renamed the scenario tests target to be generic emulator tests. engine#28919
