There's a few builders defined in the LUCI config that are not defined in the .ci.yaml.

We should evaluate what is missing from the yaml file, and add them if it makes sense. Otherwise, remove them from the luci config. This will help make #84998 as seamless as possible.

We should be able to loop the builder blocks in https://cs.opensource.google/flutter/infra/+/main:config/generated/flutter/luci/cr-buildbucket.cfg and see if they have an assocaiated yaml target. If not, we can flag them for further evaluation.
