[auto-publish] plugin_tools publish-plugin command checks package version on pub to determine if the publish should run #81047
Description
The behavior of publish-plugin command was initially set up so that it skips if the version to be published is lower than the latest tagged version on git.
A more accurate check is to check the current version on pub to see if the version to be published is higher.
