Use case

There is still plenty of use of 32bit ARM device around, for example the STM32MP1. This device should be very capable of running flutter on top of OpenEmbedded/Yocto Linux.

Proposal

The flutter engine should compile for running on ARMv7, and be a cross-compile target CPU for Linux.

Flutter was previously able to compile and run for ARMv7, but successive changes including some introduced as part of this PR have either caused problems in the build process, or caused compilation errors.
