Steps to Reproduce

I was unable to create simple test case to consistently reproduce this problem.

Code was working just fine in 1.23.0-18.1.pre
After upgrading to 1.24.0-10.2.pre I see "random" border corruption:

When I'm running with: --dart-define=FLUTTER_WEB_USE_SKIA=true
no such corruption occurs.
