[web] Use Flutter Gold instead of flutter/goldens #62706
Description
- Update recipes:
- Install required deps in web_engine recipe (CL).
- Web drones can receive inherited_dependencies (CL).
- Pass web_engine dependencies to subshard drones (CL).
- Remove temporary 'dependencies' property (CL).

- Pre/post-submit image uploads:

- Disable Gold comments on flutter/engine PRs (PR).
- Use a fuzzy matching algorithm:
