We do not want to require build_runner and build_web_compilers to be updated to support sound null safety before we migrate the tests. Additionally, I would like to remove flutter test --platform=chrome altogether, as it is not currently debuggable nor easy to use, which will require our tests to have a different setup.

Ideally this new workflow would support debugging via dwds.
