Do not generated the no-op iOS folder when running flutter create -t plugin by default #59787
Description
The no-op iOS folder is not required anymore after flutter 1.20.0 release. We need to remove it as early as possible.
We also need to update the min SDK constraint in the pubspec.yaml template to 1.20.0
