Move pod lib lint pre-submit plugin tests to flutter_plugin_tools #41511
Description
When flutter/plugins#2115 merges pod lib lint will be run on podspecs in the plugins repository on pre-submit from a bash script. Move to a dart test in flutter_plugin_tools.
