Change Flutter TODOs to not require a username, but to require an issue link.

The old syntax was:
```
// TODO(username): explanation, https://link/to/issue
```
But the link wasn't required.

The new syntax is:
```
// TODO: explanation, https://link/to/issue
```
Where the username is optional, and the link is required.
