Steps to reproduce

I ran flutter config --enable-windowing
enable-windowing: true (It says "Unavailable", will this affect anything?)
Then I ran examples\multiple_windows

System Version: Windows 10 Pro, 22H2 (OS Build 19045.6466)

Note: I also tested this on Windows 11 and it works well (no issues opening/closing windows). The problem happens on Windows 10, where opening, closing, activating, and maximizing all have severe issues. Almost none of the functionality works.

Expected results

Multiple windows open, close, activate, and maximize normally.

Actual results

There are severe issues with opening, closing, activating, and maximizing. I'll upload a screen recording shortly.
