[Agent-Ready Dart Services] `flutter running-apps` needs dtdURI in metadata under `--machine` flag

In order to have the MCP server connect to the dtdURI, it should be explicit under the `--machine` flag. Currently the `http://` URL is provided which would need to modified by the agent before usage.
