flutter/cocoon#4137 fixed some validation logic that was supposedly already fixed by #160706, but I actually missed a single case that is being handled by @mdebbar in #160913. One question that came up when chatting with @yjbanov is if this class of validation/test shouldn't just live in flutter/flutter, since it's testing how flutter/flutter uses .ci.yaml.
