Do we have tests around whether or not the new analytics/telemetry message is shown?

I don't see any references to [`Analytics.getConsentMessage`](https://github.com/flutter/flutter/blob/72432c3f15b26fe55f8fd822e5fb3581260f75dd/packages/flutter_tools/lib/src/base/process.dart#L695) in any test
