[TimePicker] AM/PM buttons are too close to hour box and located at the wrong place with Hindi localization #156565

Steps to reproduce
Bring this from #63165 (comment) as this issue is a separate one compared to the original report. I see two small issues here but feel free to split this if it's necessary.
- Run the given sample code
- Observe AM/PM buttons are too close to hour box in
dialmode. It's fine ininputmode. - Also, AM/PM buttons are located at the wrong place as it's LTR language, see this.
Expected results
- It should have a space between AM/PM buttons and hour box
- AM/PM buttons are located on the right after minute box
Actual results
- In
dialmode, AM/PM buttons are too close to hour box - AM/PM buttons are located on the left before hour box
