Tooltip: Have preferBelow default to false instead of true #133006

Use case
(All use cases for the Tooltip widget.)
Proposal
Tooltip.preferBelow defaults to true, but when the tooltip appears below instead of above, it's likely to be partly hidden under a user's finger or cursor. So I think false is a better default.
The Material Design 3 doc agrees:
By default, plain tooltips are positioned directly above the parent element.
