[Flutter-web] Control+MouseWheel should zoom the browser window #129933

Steps to reproduce
Just create a new flutter project, and run platform web.
Expected results
Control+MouseWheel can make browser zoom.
Actual results
Control+MouseWheel browser zoom not working. But Control combine - or + is well. And my device is Windows Chrome/Edge.
