In some cases I'm needing to re-run this 3-4 times for PRs that run all package tests. I originally thought it was random shards, but it seems to consistently be shard 2 in my recent experience, so either there's a specific test there that's triggering it, or (less likely since we just added shards recently) that shard is overload.
