Recipes repo is missing devicelab test in CQ, and caused tree breakage due to uncaught devicelab_drone recipes bugs.

Example: https://flutter-review.googlesource.com/c/recipes/+/43824 was landed with unexpected devicelab_drone recipe changes, and caused tree red after landed.

This is supported as we have been running devicelab tests in GitHub presubmits.
