Currently selection feedback is enabled regardless of the android setting after this PR #115373

It looks like the we can read the value according to https://stackoverflow.com/questions/18397945/android-test-if-haptic-feedback-is-available
https://developer.android.com/reference/android/provider/Settings.System#HAPTIC_FEEDBACK_ENABLED

We should surface this value to the framework side
