Test exemption bot shouldn't flag for missing tests if devicelab tests are changed #100527
Description
In #100526, I added a new devicelab test, but there were no other changes.
When checking for tests, the GitHub bot that checks for tests should assume that changes to dev/devicelab/bin/tasks are tests.
