We need to preserve the txn context in order to correctly expand the insert and delete clauses later. Expansion removes the context, so we need to pass it along as an opt instead of as part of the txn document.

There is a failing policy test related to the current fluree/db that needs to get addressed before this PR can go forward. |

FYI, this branch was tied to feature/subscription which was failing for the same reason and already approved (and now merged) |
