It was noted there wasn't a README, so this gets an initial one up and also re-pings folks about the existence of this repo.
This repo updates the old fluree/ledger not only for Fluree v3, but also has been an opportunity to tweak some approaches that we learned based on customers running Fluree v1/v2 in production.
The noted ENV settings in this README have been updated in another branch which will coincide with that update, but the meat of the content here are the fist several sections of the README.
