Attempt to speed up CI build by

  • Skip building Benchmarks as it is currently only used locally
  • Only building core project (once) in Release mode
  • Continue building tests projects in debug mode, but use optimized Core dll
  • Avoid restoring packages twice

On my machine
master: 2.26 minutes
PR: 1.37 minutes

Seems to save around 3 minutes on github actions CI
