Description
We need this to implement parquet file writer, it's also a pretty cool standalone algo that can be used to reduce the amount of space needed for storing integers.

I also slightly improved reading RLE_DICTIONARY encoded data pages by simplifying reading conditions that relays on the expected number of items rather than data length and item numbers.
