Description
Looking at all scalar functions I noticed a very inconsistent approach to evaluating and validating parameters.
In order to simplify it and make it more predictable I introduced
Parameterobject that can take any value and if it's a scalar function it will evaluate it. On top of that we can also tell Parameter to return us value in given type or null.
