It seems that setting a custom gas limit on sends is broken in the current canary release. If I want to send eth from one EOA account to another, I should be able to force the gas limit to 21000 gas. However when I do so, the gas limit gets changed in the background after accepting it to a 135168 gas limit. This makes it difficult to properly sweep remaining dust from an account.
