this service removes config from VMWare and Virtualbox. Since "cloudinit" relies on the userdata fields too, we need to prevent the userdata deletion if the configuration is different from an ignition one. Signed-off-by: Mathieu Tortuyaux <mtortuyaux@microsoft.com>
