Description / Impact

The latest Alpha release 2513.0.0 cannot be installed via a serial console from the ISO image.

Environment and steps to reproduce

1. Set-up: Download Alpha 2513.0.0 ISO. Attach to virt-manager.
2. Task: Install Flatcar Container Linux to virtual hard disk.
3. Action(s):
   a. Boot from the ISO
   b. log in via serial console
   c. install to hard disk
4. Error: after a. Output stops mid-boot, no login prompt appears.

Expected behavior
Image boots, login prompt appears on serial console

Additional information
/usr/lib64/systemd/system/getty.target.wants/getty@tty1.service -> ../getty@.service is missing.
