Docker release 23 has made the btrfs storage driver opt-in. Users need to explicitly opt into this driver via a respective daemon.json configuration.

Flatcar will ship docker 24 in a future release, upgrading from docker 20.10. This issue tracks changes required to make this upgrade seamless.
