ENH: Allow setting default `output-format` in `pyproject.toml` / `pyrefly.toml`

### Describe the Bug

```toml
# pyproject.toml
[tool.pyrefly]
output-format="min-text"
```

leads to `WARN Extra keys found in config: output-format`. It appears to not be a valid config option at the moment (https://pyrefly.org/en/docs/configuration/#configuration-options)
