Description

dotnet SDK 2.0 preview 2 CLI is very slow

Repro code

dotnet new -I Fable.Template
dotnet new fable -n Test3
cd Test3
.\.paket\paket.exe restore #or mono .\.paket\paket.exe restore on Mac
yarn install
dotnet restore

Expected and actual results

Expecting that dotnet resotre begin restore
Actually its hangs for long long time (on MacOs and on Windows)
