As part of our contributor ladder, reviewers should be able to perform reviews and mark them as approved without having the ability to merge the code.

For that, we need CI automation for commands like /lgtm or /approve, which should validate if the user belongs to the right reviewer group before assigning a label for one maintainer to take a final look and merge it.

Kubernetes label model is an inspiration here.
