OCI artifact is still getting updated after initial release #4819

Describe the bug
As described in #4760 the OCI helm chart gets updated after inital release. This just happened again, this time with the 0.17.0 chart. As can be seen here it was updated yesterday (20/5), although this release is a week old now.
Expected behavior
Releases shouldn't get updated after intial release.
