[metrics] add batch-submitter specific metrics

- [ ] Gauge for ETH remaining in wallet
- [ ] Batch size (bytes)
- [ ] Batch size (# transactions)
- [ ] Minutes since last batch submission
- [ ] Gas cost per submission
- [ ] Histogram of number of transactions in all batches over time
