We've received a report from a chain operator that the batcher on their mainnet chain had their blocks pending data metric get stuck at 6MB, after returning from a much higher value, instead of decreasing to 0. This lead to the batcher possibly unnecessarily throttling the sequencer.

This hints at a bug in the pending data counting logic. Also, the metric was actually negative before jumping to 44MB in above screen shot.
